The government has a scheme to help chronically ill and disabled people recover the VAT they have paid on extra wide fitting shoes.

A person is ‘chronically sick or disabled' if they are a person: with a physical or mental impairment that has a long-term effect on your ability to carry out everyday activities; or a medical condition that doctors treat as a chronic sickness (like diabetes for example)

It does not include an elderly person who is not disabled or chronically sick, or any person who is only temporarily disabled or incapacitated, such as with a broken limb. Nor would it include a person with an extremely wide foot who has no medical conditions or physical impairments.
